US Launches Phase Two of Trump Gaza Plan, Sets Up Technocratic Palestinian Government
Washington — The United States has launched phase two of President Donald Trump’s plan aimed at ending the war in Gaza, with the establishment of a technocratic Palestinian government to oversee the territory’s transition from conflict to reconstruction.
US Special Envoy Steve Witkoff announced the move on Wednesday, describing phase two as a critical step toward moving Gaza from a fragile ceasefire into a post-war recovery process. According to him, the new phase focuses on full demilitarisation, technocratic governance and large-scale rebuilding of Gaza’s devastated infrastructure.
Under the plan, the interim Palestinian administration will be led by non-partisan technocrats rather than political factions. The government is expected to manage civil affairs, coordinate humanitarian efforts and supervise reconstruction projects, while working with international partners to stabilise the territory.
A key component of the plan involves the disarmament of Hamas and other armed Palestinian groups. Witkoff said lasting peace would not be possible without the complete removal of weapons from Gaza and the dismantling of militant structures.
Phase two follows a ceasefire agreement reached in October under phase one of the plan. That initial phase included a hostage–prisoner exchange, a partial withdrawal of Israeli forces from parts of Gaza, and a significant increase in humanitarian aid deliveries to the enclave.
However, Witkoff warned that Hamas must fully meet its remaining obligations under the ceasefire terms. These include the return of the body of the last deceased Israeli hostage. He stressed that failure to comply would result in “serious consequences,” though he did not specify what actions the United States or its allies might take.
The announcement comes amid ongoing international debate over Gaza’s future governance and reconstruction, as well as concerns about security, humanitarian conditions and the political legitimacy of any transitional authority.
